Neighbors are harassing me about my dogs?

Long story short-I rescued an abused pitbull, he's a real sweetheart. He and my other dog get along very well, but he's really protective. He used to bark a lot but I've worked really hard to keep them quiet (really, REALLY hard), and now they barely bark at all. For some reason my neighbor is out to get them. He's called animal control several times about my dogs barking (even though it's my other neighbor's dog that barks all the time). He knows it's not my dogs barking but he doesn't care. I recently went outside to see why my dog was frantically barking and it was because my jerkoff neighbor was videotaping him through my fence, pressed right up against it and kind of kicking it with his foot, you know, to make my dog bark more. So my question is...I think he's going to take legal action...can he do that? I mean I know he can but what can I do? I've been super polite all the time to him about this and I've done everything in my power to keep them quiet. They don't bark now. I don't know what more he wants from me but apparently my dogs being quiet isn't good enough for him. I mean it's not even a legitimate video...he made my dog bark on purpose! What dog wouldn't bark at some creep taping them through the fence? And he's such a hypocrite, his dog barks every morning at 5 a.m. I want to file a complaint about HIM but I'm afraid of this going too far out of hand, like they'll think I'm taking revenge or something by complaining about him. Can I call someone to complain about him for harassing me? He can't have my dogs taken away from me can he??
